An investigation by the Cleveland Plain Dealer on the city's use of federal "homeland" security funding notes the creation of an emergency operations center:
Cleveland's emergency operations center, which the city built downtown in 2004 and tricked out with four big-screen TVs and 26 desks, each with its own radio, phone and laptop cord.
The operations center was full during the H1N1 flu scare, as well as the International Children's Games in 2004, said Erica Creech, a communications planner for Cleveland's emergency management office. It will probably be used for the Gay Games in 2014. But because it's downtown, where an attack is most likely, and not big enough to share, Cuyahoga County wants to construct its own center elsewhere.
